Environmental Impact Assessment Report for the Laanila Hydrogen Project Published

Oulun Energia and P2X Solutions Oy are planning to establish a green hydrogen and e-fuel production facility in the Laanila industrial area of Oulu. The aim of the project is to support the transition towards low-emission energy production and industry. The project’s Environmental Impact Assessment (EIA) procedure has now progressed to the reporting phase.

The purpose of the EIA report is to present the project alternatives and assess their environmental impacts. This phase also offers stakeholders and the public an opportunity to review the assessment and provide feedback before any official decisions are made.

In accordance with the Finnish Act on Environmental Impact Assessment Procedure, the EIA report is available online from 15 September to 14 October 2025 on the environmental administration’s project website. A public event related to the EIA process will be held at Hotel Lasaretti (Kasarmintie 13b, 90130 Oulu) on Tuesday, 7 October 2025, from 17:30 to 19:30, with remote participation available via Teams (link available on the project website). Coffee will be served from 17:00.
