Kenve is part of the Oulun Energia Group

Kemin Energia ja Vesi Oy is now Oulun Energia Kenve Oy (Kenve). Kenve is a multi‑sector company owned by Oulun Energia and the City of Kemi. Its business areas include electricity distribution, the production and sale of district heating, and water services. Kenve’s integration into the Oulun Energia Group strengthens our position in the energy sector of Northern Finland and combines expertise that ensures sustainable and reliable energy and water services in the region.

What does Kenve do?

Kenve serves its customers in Kemi and the surrounding areas in matters related to district heating, electricity distribution and water services.

  • District Heating: Kenve provides district heating services that support energy efficiency and a sustainable heating solution.
  • Electricity Network Services: Reliable electricity distribution in the Kemi area, ensuring smooth everyday life and secure connections.
  • Water Services: Kenve manages the distribution of clean water and the treatment of wastewater. The services include the maintenance and construction of the water supply network, the operation and development of wastewater treatment plants, and ensuring water quality.

Kenve as part of the Oulun Energia Group

Since 1 September 2025, Oulun Energia has owned 60% of the shares of Kemin Energia ja Vesi Oy. The aim of this arrangement is to strengthen green transition projects and attract investments to the Bothnian Bay region.

Kenve’s operations will be integrated into the Oulun Energia Group, supporting the circular economy, hydrogen projects and industrial growth in the region. This increases the region’s attractiveness and employment opportunities in Northern Finland.

Kemin Energia ja Vesi Oy and Elvera Oy Agree on Business Transaction



Kemin Energia ja Vesi Oy (Kenve) and Elvera Oy have today, December 4, agreed on a business transaction in which Kenve’s electricity distribution network contracting business will be transferred to Elvera. At the same time, Kenve and Elvera have signed a three-year service agreement covering electricity distribution network construction, maintenance, fault repair, operational activities, as well as connection construction and metering.

Tuomas Savola Appointed Managing Director of Kemin Energia ja Vesi Oy



The Board of Directors of Kemin Energia ja Vesi Oy (Kenve) has appointed Tuomas Savola, Business Director at Oulun Energia, as the company’s new Managing Director starting on October 1, 2025. Tuomas holds a Master of Science in Technology and brings extensive experience in the energy sector and customer business operations.

Majority Ownership of Kemin Energia ja Vesi Oy Shares to Transfer to Oulun Energia Oy on 1 September 2025



On 22 November 2024, Oulun Energia Oy announced that it had engaged in discussions with the City of Kemi regarding the Bothnian Arc region and its development in a changing operational environment. These discussions included a proposed share transaction in which Oulun Energia would acquire a 60% stake in Kemin Energia ja Vesi Oy (Kenve). The Kemi City Council approved the transaction on 9 December 2024. Although an appeal was filed against the council’s decision with the Administrative Court of Northern Finland, the appeal was later withdrawn by the appellant. The transaction also required approval from the Finnish Competition and Consumer Authority, which granted its approval without conditions on 4 April 2025.
